These were designed to hold a gas protective cape for protection against chemical agents, typically carried by soldiers in the field. It is super clean and has no visible wear. The snaps work as intended. No cape is included. The inner flap is stamped bpl which indicates production by Deutsche Khl und Kraftmaschinen GmbH. Excellent!
