Limitations to reduce smoking are age restrictions when you can purchase cigarettes (at least 21 years in the USA, at least 18 years old in Europe), restrictions on adds- in a lot of countries cigarette ads are forbidden and cigarettes need to be in covered in shops so customers cannot see the brands, in some countries they plan on forbidding smoking overall (New Zealand is doing it year by year : anyone under the age of 15 starting in 2023 will never be able to legally purchase combustible cigarettes)
