The Adafruit DotStar 8×8 Matrix gives you 64 individually addressable RGB LEDs with 24-bit colour and a less timing-sensitive 2-wire protocol

but any 3–5V microcontroller with a UART can communicate by sending and receiving commands over the RX/TX pins

the red and green LEDs will blink when data is transmitted/received by the FTDI chip
